Compared to that which I found on the Providian website leads me to believe that your neighbor has some pretty crappy credit. (JB)

Compared to what? The Providian/DNC site stated clearly 9.99 to 23.99%. Not 9.99% or 9.99% to 15%, as you have stated. And yes, his credit is not the best. But a divorce usually does this to most people. Though it
still did not stop the DNC or Providian from sending the offer.
